Reverend Monte J. Hoyles, J.C.L.
Chancellor and Moderator of the Curia
The Reverend Monte J. Hoyles was ordained a Catholic priest of the Diocese of Toledo in America on June 3, 2006 and was appointed Chancellor and Moderator of the Curia by Bishop Leonard Blair on September 1, 2011.
As Chancellor, Father Hoyles serves as the secretariat leader for the Chancery. This position includes responsibility for the preparation and notarization of official curial documents and their preservation in the diocesan archives. As delegate of the bishop, the Chancellor also grants dispensations, marriage sanations, and clergy faculties for the diocese.
Serving as Moderator of the Curia, Father Hoyles chairs the Bishop’s Cabinet and coordinates the activities of the diocesan secretariats as well as the operations of the Catholic Center. On behalf of the bishop, he coordinates issues involving temporalities throughout the diocese such as property, construction, and insurance. In addition to this, Father Hoyles advises the bishop on parish matters and diocesan personnel appointments.
Prior to priestly ordination, Father Hoyles received Bachelor of Science degrees in Accounting and in Environmental Biology from Heidelberg College and a Master of Divinity degree from the Pontifical College Josephinum. From 2006 to 2009 Father served as Parochial Vicar for Saint Joseph Church in Maumee, Ohio and in 2009 he began advanced studies at the Catholic University of America in Washington, DC completing a Licentiate in Canon Law in 2011.

The Court of Equity has been granted jurisdiction and authority by the Bishop to be a legally constituted body to consider complaints against administrative decisions and to resolve controversies by conciliation or arbitration. This court also has jurisdiction over the parishes, departments and institutions that are under the authority of the Bishop of Toledo.
MAREDA, Inc. MAREDA, Inc. is the Catholic Diocesan low-income housing corporation founded in 1978 by the late Bishop John A. Donovan as the successor corporation to the Catholic Better Community Development Corporation which has been the Diocesan housing corporation for the previous 11 years. This corporation extends the Church's ministry of housing to the elderly and people with disabilities who are economically challenged.
The mission of the Tribunal under the guidance of our bishop is to reflect and experience Christ in the ministry of justice through the compassionate and equitable application of church law, and to protect the rights and dignity of each person without discrimination, and to provide an opportunity for healing.
DEPARTMENTS OF THE CHANCERY
Archives (Click on the above link for more information on the Diocesan Archives) The basic mission of the Archives is to maintain, organize and make accessible the historical records of the Toledo Diocese. These records include, but are not limited to, microfilmed sacramental records of all parishes in the Diocese, property records, photographs, video tapes, parish and Diocesan high school historical files.
The archives issues baptism and marriage certificates according to Diocesan policy. Certificates are not issued for genealogical purposes but genealogy research is available for a fee. The microfilmed sacramental records of all parishes in the Diocese are available to the public for genealogical research, with restrictions, by appointment (call 419-244-6711 ext. 107 Wednesday thru Friday).
Catholic Center Services
Provides building services and centralized purchasing for offices located in the Catholic Center.
Canonical Services
Assists Chancery operations by providing canonical guidance and administration.
Represents the Bishop and diocesan offices to the media; provides counsel for media and public relation efforts of the diocesan agencies, institutions and parishes; produces all news releases and places radio and television programming in the name of the Diocese; serves as liaison with the Catholic Chronicle and Information Technology Services.

Review Board The Review Board reviews cases involving allegations of sexual abuse of minors and makes recommendations to the bishop concerning those cases. The Review Board consists of a number of qualified lay volunteers with professional expertise as well as a canon lawyer and a priest who are appointed by the bishop.

Investigatory Team The Pastoral Response Team is a designated group of individuals who are available to investigate allegations of sexual abuse. Pastoral Response Team The Pastoral Response Team is a designated group of individuals who are available to respond to alleged victims of sexual abuse of minors and who are able to provide continuing pastoral care as needed. Human Resources
Provides advice and counsel to diocesan offices, agencies, and parishes in effective human resource practices; responsible for development, implementation and administration of personnel policies and programs in the areas of recruitment, employment, compensation/benefits, and employee relations. RPLE (Retirement Plan For Lay Employees)
Maintains employees’ contribution and benefit records and communicates with parishes, participants, trustee, investment and other professional counsel. Administers benefits including retirement, disability, death and survivor.
Priests’ Personnel Board
Advises the diocesan bishop regarding the appointment of priests to the positions he identifies; serves as liaison between the bishop and the priests and the parishes in matters dealing with appointments.
